These Easy Scallion Pancakes are a wonderfully crispy and savory snack with golden, flaky layers and plenty of fresh scallions tucked inside. The dough is simple to prepare, and pan-frying gives the pancakes their irresistible crunch while keeping the inside tender and chewy. Serve them as a quick snack, appetizer, breakfast, or side dish with your favorite dipping sauce.

Scallion pancakes have become one of those recipes my family loves whenever we’re craving something warm and crispy. My husband is always drawn to the kitchen when he hears the pancakes sizzling in the skillet, and he rarely waits for them to cool before grabbing the first one.

Ingredients

Makes 6 pancakes

For the Dough

  • 3 cups all-purpose flour — about 375 g (0.83 lb)
  • 1 ¼ cups hot water — about 300 g (0.66 lb)
  • ½ teaspoon salt — about 3 g (0.006 lb)
  • 1 tablespoon sesame oil — about 14 g (0.03 lb)

For the Filling

  • 2 cups finely sliced scallions — about 100 g (0.22 lb)
  • ¼ cup all-purpose flour — about 30 g (0.07 lb)
  • ¼ cup vegetable oil — about 55 g (0.12 lb)
  • ½ teaspoon salt — about 3 g (0.006 lb)
  • ½ teaspoon freshly ground black pepper — about 1 g (0.002 lb)

For Cooking

  • 2–3 tablespoons vegetable oil — about 30–40 g (0.07–0.09 lb), as needed

Optional Dipping Sauce

  • 3 tablespoons soy sauce — about 45 g (0.10 lb)
  • 1 tablespoon rice vinegar — about 15 g (0.03 lb)
  • 1 teaspoon sesame oil — about 5 g (0.01 lb)
  • 1 teaspoon honey or sugar — about 7 g (0.015 lb)
  • 1 scallion, thinly sliced — about 10 g (0.02 lb)
  • Optional: pinch of chili flakes

Directions

  1. Make the dough. Add the flour and salt to a large mixing bowl. Gradually pour in the hot water while stirring with chopsticks, a fork, or a wooden spoon. Once the dough starts coming together, knead it gently until you have a soft, smooth dough.
  2. Let it rest. Cover the dough with a clean kitchen towel or plastic wrap and leave it at room temperature for about 20–30 minutes. Resting makes the dough much easier to roll.
  3. Prepare the scallions. While the dough rests, wash and finely slice the scallions. Keep them ready for filling the pancakes.
  4. Divide the dough. Place the rested dough on a lightly floured surface and divide it into 6 equal portions. Roll each portion into a smooth ball.
  5. Roll out the dough. Take one dough ball and roll it into a thin rectangle or oval. Brush the surface lightly with sesame oil, then sprinkle with a small amount of flour, salt, and black pepper.
  6. Add the scallions. Scatter a generous layer of sliced scallions across the dough, leaving a small border around the edges.
  7. Create the layers. Roll the dough tightly into a long cylinder, starting from one end. Coil the cylinder into a spiral and tuck the end underneath. Gently flatten it with your palm.
  8. Roll again. Carefully roll the spiral into a round pancake. Avoid pressing too aggressively—the layers you created will give the pancake its flaky texture.
  9. Cook the pancake. Heat a skillet over medium heat and add a thin layer of vegetable oil. Place the pancake in the hot pan and cook for approximately 3–4 minutes per side, adding a little more oil if necessary. Cook until both sides are deeply golden and crisp.
  10. Repeat. Continue with the remaining dough and scallion mixture, keeping the cooked pancakes warm while you finish the batch.
  11. Make the dipping sauce. Combine soy sauce, rice vinegar, sesame oil, honey, sliced scallion, and chili flakes in a small bowl. Stir until well combined.
  12. Serve. Cut the crispy scallion pancakes into wedges and serve immediately with the dipping sauce.

Notes

  • Hot water is important: Using hot water helps create a softer, more workable dough with a pleasant chewy texture.
  • Rest the dough: Don’t skip the resting step. It relaxes the gluten and makes rolling much easier.
  • For extra flaky layers: Roll the dough thinly before adding the scallions and coil it tightly.
  • Don’t overcrowd the pan: Cook the pancakes individually or leave plenty of space between them so they brown evenly.
  • Keep them crispy: Place finished pancakes on a wire rack instead of stacking them immediately. This helps prevent steam from softening the crust.
  • Scallion variation: Add finely chopped cilantro, sesame seeds, or a little minced garlic for additional flavor.
  • Spicy option: Add chili crisp or crushed red pepper flakes to the filling.
  • Storage: Refrigerate cooked pancakes in an airtight container for up to 3 days. Reheat them in a dry skillet or air fryer to bring back their crispiness.
  • Freezer-friendly: Uncooked shaped pancakes can be frozen between sheets of parchment paper. Cook them directly from frozen, adding a little extra cooking time.
