Heat a large skillet over medium-high heat and add olive oil and 1 tablespoon of butter.
Once hot, add the potatoes, garlic, thyme, and rosemary, season with salt and pepper, and cook for 3 minutes.
Stir the potatoes and continue cooking until they are fork-tender, about 3 minutes more. Remove the potatoes from the skillet and set them aside on a plate.
Turn the heat up to high and add the remaining butter to the skillet.
Season the steak bites with salt and pepper, and add them to the skillet. Let them sear for 1 minute.
Stir and continue cooking the steak until browned and cooked to your desired doneness.
Add the potatoes back to the skillet, stir, and top with parsley and chives.
