Preheat your oven to 175 degrees C (350 degrees F).
In a mixing bowl, whisk together the tomato sauce, brown sugar, 1/2 cup water, and Worcestershire sauce until well blended.
In another mixing bowl, combine the rice, onion, 1/2 cup of water, black pepper, garlic powder, salt, and paprika, and stir until well combined.
Add the oil and ground beef to the rice mixture, and stir until well mixed.
Form small meatballs out of the mixture, about 1-2 inches in diameter.
Arrange the meatballs in a 9×13-inch baking dish, leaving space between each meatball.
Pour the tomato sauce mixture over the meatballs, making sure each meatball is coated.
Cover the baking dish with aluminum foil.
Bake in the preheated oven for about 30 minutes.
Remove the foil and continue baking for another 30 minutes or until the meatballs are cooked through.
Remove from the oven and sprinkle chopped parsley on top.
Serve hot and enjoy
