Preheat the oven to 425
Combine all dry ingredients in a large bowl. Mix all ingredients together.
Mix the eggs, sugar and milk together in a separate bowl until they are pale yellow.
Add the oil, butter, milk, and vanilla extract to the egg/sugar bowl.
Combine the dry ingredients with the wet. Once everything is well combined, fold in the chocolate chips.
Fill the muffin molds with the batter in a greased muffin pan.
To give muffins a bit more texture, you can sprinkle some turbinado/raw Sugar on top.
Bake for 8 minutes at 425, then reduce to 350 for 15-20 minutes. Once the tops are puffy and golden brown, bake another 15-20 minutes.
