Pre-heat the oven to 350°F and spray a 9x13 inch pan lightly with cooking spray.
Mix together all-purpose flour, baking soda and salt in a large bowl.
Mix the butter and sugar together in a large bowl until it is light and fluffy.
Mix in the eggs one at a time, then add the vanilla extract.
Add the dry ingredients. Mix on low speed until well combined. Then increase the speed to combine the dry ingredients.
Gently mix in the chocolate chips and the oats. Place the batter in the prepared baking dish.
Bake for 25 minutes, or until edges are golden brown. Let the bars cool before cutting and serving. Keep the bars in an airtight container up to 2 weeks.
